Add vertical scroll to Notes field in EditTask popup

- Added notes_scroll to App and AppView
- Up/Down in Notes field scrolls (Tab cycles fields instead)
- Reset scroll on opening EditTask popup
- Notes Paragraph uses .scroll((notes_scroll, 0))
